Report Card---"Three Billboards Outside Ebbing County, Missouri"

I expected much more from "Three Billboards...."
I love Frances McDormand, I love Woody Harrelson, they have great chemistry together, the premise is a fascinating one.
McDormand's daughter was murdered several months ago, and the police are apparently sitting on their hands in trying to solve the crime.
Blaming Harrelson, the Chief of Police, she rents 3 billboards in town to cause attention to the lack of any progress.
The problem is that there is no satisfying the problem.
The first fifteen minutes are the most compelling---because you think something will happen to move along the story.
Nothing does.
The result becomes a long snooze-fest.

On to the scoring:   

Is it interesting?

Only at the beginning.

Compelling even?

Early on.  That's over quickly enough.

It a story worth telling?

You'd think so.

Is it good storytelling?

Goes down very quickly, very soon.

Is it well written?

It's poorly constructed, and I don't have the fix.

Is it well cast? Well played?

That's the high point.  But they're all wasted.
B+.

Well shot?

 Yes. It's very atmospheric.

Did the director put such a personal stamp on it so that no one else could have made it?

I don't think so.

How long does it take to establish the film's locale and time period?

Immediately

Is it too long? Too short?

Way too long. I practically nodded off.

Is it believable? Do you care about the characters?.

Yes, and yes, but not in an interesting way.

Is it predictable?

I kept hoping something more interesting would happen.

Do you think about it after you've seen it?

Only that it wasn't as bad as "I Tonya".

Is it funny?

Surprisingly, no.

Would it have been worth the thirteen bucks it would have cost to see it in the movies?

Not mine.

I had much higher hopes here..
